Anti Ragging

Ragging is a criminal offence as per Karnataka Educational Act 1983 and Hon’ble Supreme Court of India. HGPI, Kala-Amb ensures strict compliance on the prevention of Ragging in any form.
 
Ragging in all its forms is totally banned in this college including in its departments, constituent units, all its premises (academic, residential, sports, cafeteria, etc.) whether located within the campus or outside and in all means of transportation of students whether public or private. The college shall take strict action including but not limited to criminal proceeding and/or cancellation of admission against those found guilty of ragging and/or of abetting ragging and the burden of proof shall hereby lie on the perpetrator of alleged ragging and not on the victim. An offence of Ragging may be charged either on a written complaint by the affected or on independent finding of the Anti Ragging Cell.
 
The College is bound by the UGC Regulations on ‘Curbing the Menace of Ragging in Higher Educational Institutions 2009’. The college has founded an Anti – Ragging Cell which governs the prevention of any means of Ragging either within or outside the college. There have been no incidents of Ragging at HGPI,Kala-Amb till date.

[a] ‘The supreme court of India defined ragging in 2011 judgment {1} as: Any disorderlyconducted whether by words spoken or written or by an act which has effect of teasing, treating or handling with rudeness any student , including in rowdy or in disciplined activities which cause or are likely to cause annoyance hardship or psychological harm or to raise fear apprehension thereof in a junior student or asking the student to do any act or perform something which such student will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or junior student.
 

[b] Ragging, inside or outside the institution is an offence. As per the H.P. Educational institute [Prohibition of Ragging] ordinance 2009, every offence under this ordinance shall be cognizable, non-bail able and compoundable with the permission of court. Any student, found indulged in ragging activities directly/indirectly, strict action will be taken against him/her as per law-Govt. of H.P.
